Fountain Hills was laid out from 1970 onward across ground that falls away steadily from the foot of the McDowells, and almost none of the level ground you can see here is natural. To build on that slope the developers benched it: cut into the hill on the uphill side of each lot, place and compact the excavated material on the downhill side to make a flat pad, and hold the difference in height with a wall. Most homes in this town therefore sit half on undisturbed native ground and half on engineered fill, with a block or segmental retaining wall somewhere on the property carrying the join.

The reason that matters to a gutter contractor is that a retaining wall is a structure with a design load, and part of that design is an assumption about water. Behind a properly built wall there is a zone of free-draining gravel, a perforated collector at the base, and weep holes through the face — all of it sized for rainfall infiltrating through the surface at the rate the ground actually admits it. It is not sized for a downspout. Put the concentrated output of a roof plane into that backfill and you are loading the wall with something it was never asked to hold.

That is not a theoretical concern. Water standing in the fill behind a wall exerts hydrostatic pressure that adds substantially to the earth pressure the wall was engineered for, and walls that are quietly failing this way are visible all over the hillside streets if you know the signs — a course bulging outward at mid-height, stair-step cracking through the block joints, white efflorescence streaking below the weeps, and a strip of ground that has settled along the top edge. So on a benched lot the useful question is not what size gutter the roof needs. It is which ground the leader may legitimately empty onto, and that is settled by where your cut ends and your fill begins.

On a benched lot the uphill portion is native ground that has been sitting there undisturbed for a very long time. It is competent, it drains the way the hillside has always drained, and you can put water onto it with relatively little consequence. The downhill portion is different in kind: it is material that was excavated, moved, placed in layers and compacted to a specification, and it is held in position by friction, by its own compaction, and by whatever wall or rock armour sits at its edge. Engineered fill is perfectly sound when it stays as designed. What it does not tolerate is being saturated in one place, repeatedly, by something delivering hundreds of gallons in twenty minutes.

Two distinct failures follow from getting this wrong, and they look nothing alike. The first is surface erosion at the crest. Concentrate roof discharge at the top of a fill slope and it finds a line, cuts a rill, and deepens the same rill every storm until a section of the face sloughs away — visible, gradual, and expensive to put back properly. The second is subsurface, and far worse. Water that infiltrates into the backfill behind a retaining wall instead of running off it raises the water level in that zone, and standing water pushes. The pressure it adds acts across the whole buried face of the wall, and it arrives on top of the earth pressure the wall was actually designed to resist. Walls do not usually fail all at once from this. They bulge, they step, the joints open, the ground behind the top settles into the space, and then one wet season finishes it.

So the routing rules on these lots are simple to state and worth being firm about.

Never discharge into the ground within the backfill zone behind a wall — as a rough guide, treat a strip behind the wall roughly as wide as the wall is tall as somewhere water does not go. Never let a leader empty at the crest of a fill slope, however tidy the pop-up emitter looks. Carry the water instead in solid pipe, across the pad, to the toe of the slope or to an existing channel that already takes flow, and release it where there is competent ground or rock armour to receive it. Where the geometry allows, route toward the cut side of the lot rather than the fill side, because native ground is far more forgiving of the same volume. And keep the weep holes at the base of any wall clear, because they are the wall’s only means of relieving pressure and they blind up with soil and planting over the years without anybody noticing.

Two honest limits. We do not design, assess or repair retaining walls. If yours is bulging, stepping or showing efflorescence, that is a structural and geotechnical question and it needs an engineer rather than a gutter crew — what we can do is stop the roof from making it worse, which is often the largest single input and the cheapest to remove. And on a stepped hillside, where your water goes after it leaves your pad is a matter between you and the property below you. We will route discharge to a legitimate receiving point rather than simply pushing the problem over the boundary, and where the only sensible outfall crosses a neighbour’s ground we will raise it rather than quietly build it.

Can I run my downspout to a pop-up emitter in the back yard?

It depends entirely on which half of your pad the back yard is, and on a benched Fountain Hills lot that is the whole question. On the cut side, over native undisturbed ground, an emitter set a sensible distance from the house is generally fine. On the fill side it is one of the more damaging things you can do, because you are introducing a concentrated volume into compacted fill that is being held in place by a wall — and if the emitter sits within the backfill zone behind that wall, you are loading the structure hydrostatically every time it rains. We work out where your cut-fill line runs before recommending any discharge point.

My retaining wall is bulging. Could the gutters be causing it?

They can certainly be contributing, and it is worth checking before spending money on the wall. A retaining wall is engineered for the pressure of the soil behind it plus an assumption about how much water will pass through that soil, and the drainage gravel and weep holes exist to keep the backfill from becoming saturated. A downspout emptying into that zone defeats the assumption: water accumulates, and standing water in the backfill adds pressure across the whole buried face of the wall. Bulging, stair-step cracking and settlement along the top edge are the classic signs. Rerouting the discharge stops the cause. It does not repair a wall that has already moved, and that part needs a structural engineer.

What are the weep holes at the bottom of my wall for?

They are how the wall relieves water pressure, and they are worth keeping clear. A correctly built retaining wall has a zone of free-draining gravel behind it and usually a perforated collector at the base, and the weeps are the outlets that let that water escape through the face rather than build up behind it. Over the years they blind up — soil washes down, planting roots into them, someone renders over the face for appearance, or landscaping raises the ground level past them. A wall whose weeps have been sealed is a wall relying on nothing at all when the backfill gets wet. We check them on any property where we are working above a wall and will tell you if they need clearing.

Where should discharge go on a stepped hillside lot?

In solid pipe, across the pad, to the toe of the slope or into a channel that already carries water — and released where there is competent ground or rock armour to take it. What you are avoiding is two things: concentrating flow at the crest of a fill slope, which cuts a rill and eventually takes the face away, and putting water into the backfill behind a wall. Where the layout permits, routing toward the cut side of the lot is better than routing toward the fill side, because native ground handles the same volume far more easily. On a steep pad that pipe run is the most important thing we install, and the trough itself is the easy half.
